1. Procurement conditions

This project actively responds to the Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Carrying out Quality Improvement Actions, advocating for potential responders to use advanced standards to lead product quality improvement, effectively address outstanding quality issues, and promote the formation of a high-quality and cost-effective procurement mechanism.
2. Project Overview and Procurement Scope

3. Qualification requirements for respondents
3.1 The respondent for this procurement requirement must be a legally registered legal person or unincorporated organization within the territory of the People's Republic of China, and must have the corresponding supply capacity for this procurement project.
3.2 This procurement does not accept any response from the consortium.
3.3 Does this procurement accept agent responses? Please refer to 3.6 Special Qualification Requirements. If the agent's response is accepted, the agent's products shall not belong to the products that require international bidding as stipulated in the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial) (Order No. 1 of the Ministry of Commerce in 2014).
3.4 When accepting responses from agents or outsourced products, the responding product manufacturer must have the manufacturing capability of the corresponding goods within the country, and have the ability to ensure timely delivery of the corresponding collaborative goods in terms of personnel, equipment, funds, etc. Unless otherwise specified, these qualifications, qualifications, and achievements are the rights and interests owned by the respondent or their agents or outsourced product manufacturers themselves.
3.5 Respondents and their response products must meet the following general qualification requirements:
(1) Response product manufacturers must have the necessary production site, equipment, personnel, product and component testing capabilities to produce response products. This procurement activity does not accept responses to OEM, subcontracting (except for those allowed to be purchased or outsourced as specified in the procurement announcement), or subcontracting behavior.
These manufacturing and testing capabilities should be equivalent to or superior to the information system of the bidding and tendering platform of the tenderer, respectively( https://ecp.sgcc.com.cn )The corresponding clause requirements proposed in the "Supplier Qualification and Capability Information Verification Specification" published in the document (viewing path: homepage of the bidding and trading platform information system → supplier management → qualification and capability verification → qualification and capability verification specification standard).
(2) Under the same or stricter conditions as the specifications, the number of products put into operation or supplied, as well as their successful running time, shall meet the requirements of the procurement documents. If there are different categories of products in a package, except for outsourced products, the respondent must meet the qualification requirements for each category of products in the package; For externally purchased and outsourced products, the product manufacturer shall meet the relevant performance requirements for qualification in this announcement.
(3) Obtain valid licenses in accordance with national laws, regulations, departmental rules, and normative standards. Obtain the national mandatory certification certificate required by the procurement documents.
(4) The legal representative or unit leader, who is the same person or has a controlling or management relationship with different units, shall not participate in the response of the same package or the response of the same procurement project that has not been divided into packages.
(5) Should have a good financial condition and commercial credit.
(6) According to the Management Rules for Dealing with Supplier Misconduct of State Grid Corporation of China, if the respondent has engaged in misconduct that has led to their suspension or cancellation of trading qualifications and is within the validity period of the handling, and if the respondent falls within the misconduct handling period on any day between the deadline for the first response and the release of the trading results, the misconduct handling results shall apply. If the respondent triggers the "circuit breaker mechanism" in Article 33 of the Management Rules for Handling Supplier Misconduct of State Grid Corporation of China, their response will be rejected.
(7) According to the notice jointly issued by the Supreme People's Court, the National Development and Reform Commission, the National Railway Administration and other nine departments on the joint punishment of dishonest executed persons in bidding activities (Law [2016] No. 285), respondents shall not be listed as dishonest executed persons by the People's Court. The respondent shall not engage in any illegal or dishonest behavior, shall not be listed as a dishonest debtor, and shall not be listed as a serious dishonest subject on the "Credit China" website (www.creditchina. gov.cn).
(8) The respondent shall not be included in the list of serious illegal and untrustworthy enterprises or in the list of abnormal business operations in the national enterprise credit information disclosure system by the market supervision and management authority.
(9) Outsourced raw materials, supporting components, and externally commissioned processing and imported loose parts shall comply with the requirements of this procurement technical specification. If the country or industry has already issued corresponding product standards, the respondent must obtain a type test report issued by a national authoritative inspection and testing institution; If the country or industry has not yet released corresponding product standards, the respondent must obtain an inspection and testing report issued by a national authoritative inspection and testing institution based on the enterprise standards of State Grid Corporation of China. The respondent should have the inspection system, testing methods, and capabilities required for the incoming acceptance of outsourced raw materials, supporting components, external commissioned processing, and imported loose parts, as well as the testing qualification certificate provided by the material, component, and component suppliers. The management of raw material components should have traceability.
(10) Obtain a valid product test report issued by a national professional inspection and testing institution, and the conclusion data of the report meets the technical specifications requirements for this procurement. All types of test reports are test reports for specific types and specifications of products. If the country or industry has already issued corresponding product standards, the respondent must obtain a type test report issued by a national authoritative inspection and testing institution; If the country or industry has not yet released corresponding product standards, the respondent must obtain an inspection and testing report issued by a national authoritative inspection and testing institution based on the enterprise standards of State Grid Corporation of China.
(11) The respondent shall not select products from external suppliers or agency (integrated service) manufacturers who are currently accepting suspension or cancellation of their bidding qualifications as stated in the Notice on Handling Supplier Misconduct by State Grid Corporation of China; It is not allowed to select products from external suppliers or agents (integrated service) manufacturers who are suspected of engaging in illegal activities listed in Article 53 of the Tendering and Bidding Law and Article 51 of the Implementation Regulations of the Tendering and Bidding Law and have been filed with judicial authorities.
(12) It is necessary to have process documents and work instructions for the production of response products, and to ensure the production needs of the products. Each process is executed according to the process documents and has traceability.
(13) Must have the necessary factory inspection capabilities for producing responsive products, including testing sites, testing equipment, and testing personnel.
(14) The response product shall not be equipped with component material manufacturers whose products have quality problems (including but not limited to connection, contact mechanical and electrical performance, support and sealing insulation performance, as well as power electronic performance degradation, aging, damage, loss, etc.) that cause equipment shutdown and maintenance during the defect liability period (within two years from the date of equipment operation).
(15) If the respondent undergoes significant changes such as merger, division, or bankruptcy, they shall promptly notify the purchaser in writing. If the respondent no longer meets the qualifications specified in the procurement documents or their response affects the fairness of procurement, their response shall be invalid.
(16) The respondent shall respond to the procurement documents on their own and shall not entrust intermediaries or intermediaries to prepare response documents or handle response matters on their behalf. They shall not collude with each other in response.

As a manufacturer participating in the response, the respondent must provide proof of property rights or lease contracts for the production site (the contract validity period must cover the agreement validity period of this procurement), purchase invoices or lease contracts for production equipment (the contract validity period must cover the agreement validity period of this procurement), purchase invoices or lease contracts for testing equipment (the contract validity period must cover the agreement validity period of this procurement).

Aggregator: refers to an enterprise that provides sales services by booking or purchasing scattered small batch products from multiple manufacturers.
For subcontracting that accepts the participation of the freight forwarder in the response, some packages (see specific qualification and performance requirements) must be provided by the respondent with an authorization letter issued by the manufacturer for this project or an annual, regional, or industry authorization agency certificate in compliance with the manufacturer. Failure to provide such proof will result in rejection (excluding foreign and joint venture brands); Part of the packages (see specific qualification and performance requirements for details) will be included in the technical scoring rules if the respondent obtains an authorization letter issued by the manufacturer for this project or provides annual, regional, or industry authorization agency certificates that comply with the manufacturer's requirements.
4. Acquisition of procurement documents
4.1 Procurement documents (electronic files) are available for free.

5. Submission of initial response documents
5.1 Deadline for submission of initial response documents (deadline for initial response, same below): November 26, 2023 at 6:00 pm.
Response file submission location: The electronic response file shall be submitted to the purchaser's bidding and trading platform information system.
The submission method for electronic response documents can be found in Annex 5.4 of the procurement announcement for the production requirements of response documents.
Electronic response files that have not been successfully submitted to the information system of the purchaser's bidding and tendering platform before the deadline for the first response will not be accepted by the purchaser. We do not accept response files that have not been encrypted according to regulations, as well as modified response files. We do not accept electronic submission methods other than mailing or on-site submission to submit response documents and modifications to response documents.
5.3 Failure to obtain and download procurement documents in accordance with the time and method specified in the procurement announcement will not be accepted by the purchaser.
