1. Procurement conditions

The procurement unit for this project is State Grid Hubei Electric Power Co., Ltd. or its affiliated units (hereinafter referred to as the "Project Unit"), with the project funds being the enterprise's own funds, and the purchaser is State Grid Hubei Electric Power Co., Ltd. The project has met the procurement conditions and is now publicly procuring the goods for this batch of projects.

The purchaser entrusts Hubei Zhengxin Electric Power Engineering Consulting Co., Ltd. (hereinafter referred to as the "bidding agency") to invite interested qualified suppliers (hereinafter referred to as "participating suppliers") through open competitive negotiation to submit sealed and competitive response documents for the supply and services of the first batch of non grid sporadic material e-commerce procurement projects of State Grid Hubei Electric Power Co., Ltd. in 2023.

2 Competitive negotiation procurement scope and evaluation methods

Given the characteristics of the e-commerce procurement model, the "reference quantity" indicated in this bidding scope is only for the respondent to determine the approximate procurement scale as a reference. This procurement does not promise the actual supply quantity of each final buyer. The actual supply quantity of each final buyer shall prevail.

Each section of this procurement does not promise the actual supply quantity of each final bidder, and there is no lower limit on the actual execution amount of the contract. The actual execution amount of all section contracts shall not exceed 200% of the estimated contract amount; After the actual execution amount of all section contracts exceeds 100%, the settlement unit price of the excess goods shall be adjusted to 95% of the original transaction unit price; The proportion of contract execution is shown in the table below.

3. Procurement execution method
In this public bidding procurement, if your company is determined as the successful supplier, the purchaser (or each project unit under the purchaser) will sign a cooperation agreement with your company. Validity period of supply agreement: Each section is valid for one year from the date of contract signing.
Each project unit purchases through purchase orders. The results of this procurement were fulfilled through the State Grid Corporation of China's own trading platform (State Grid Mall), and each project unit completed the procurement process of placing orders, settlement, and payment on the platform.
When responding, each supplier should consider factors such as the corresponding service fees charged by China NetEase during the execution process. The relevant content can refer to the General Edition of the E-commerce Procurement Merchant Service Agreement of State Grid Corporation of China and the Special Edition of the E-commerce Procurement Merchant Service Agreement of State Grid Corporation of China.
The specific fulfillment process is as follows: After the announcement of the transaction results, the transaction supplier signs a State Grid Mall E-commerce Procurement Merchant Service Agreement with State Grid Yingda Business Services Co., Ltd. (State Grid Mall Operator) and Beijing Huitong Jincai Information Technology Co., Ltd. (Diane Bao Operator), and opens a store in the State Grid Mall E-commerce Procurement Zone. The successful supplier is responsible for maintaining product information (including product model, configuration, parameters, price, pictures, etc.) in the procurement section based on the transaction results.
The project unit selects goods on the State Grid Mall and forms a purchase requisition. After the purchase requisition is approved, an order is generated and sent to the successful supplier through State Grid Mall. The successful supplier shall deliver and supply goods to the project unit as agreed. When delivering goods, print the unified standard delivery acceptance form of State Grid Mall, and the material department of the project unit will inspect and receive the goods. After the project unit confirms receipt, the successful supplier shall deliver the invoice to the designated settlement point of the project unit as agreed. After the project unit completes the payment approval process such as invoice verification, the payment for the goods shall be made to the successful supplier through the payment channel of State Grid Mall.
This e-commerce procurement will be entirely carried out on the State Grid Mall e-commerce procurement platform. The product listing work should be completed in one go within 15 days of receiving the listing notice, and in principle, it will not be listed in batches. During the agreed supply period, the seller shall ensure that the inventory of the listed goods is sufficient to meet the usage needs of each project unit. The purchaser is not allowed to voluntarily remove the goods. If the purchaser is unable to place an order or request a purchase due to insufficient inventory or removal of the goods within the agreed supply period for 5 times, the buyer has the right to terminate the purchase agreement and deal with the seller's dishonest performance in accordance with regulations.
4 Qualification requirements for participating suppliers
The respondent must be a legally registered legal person or unincorporated organization within the territory of the People's Republic of China, with the ability to manufacture corresponding goods, and have the ability to ensure timely delivery of personnel, equipment, funds, and other aspects to undertake procurement projects. Unless otherwise specified, these qualifications, qualifications, and achievements are the rights and interests owned by the respondent or their agents or outsourced product manufacturers themselves.
The qualification review for this bidding will be conducted through post qualification review, and the scope of qualification review includes but is not limited to the business license of the bidding applicant's legal representative; Authorization letter from the legal representative; All qualification certificates and credit certification materials of the bidding applicant; Effective type test reports and necessary other test reports for the bidding products; Product production license and product certification certificate; Audited financial reports; Capital verification report or company articles of association. During the review period, participating suppliers may be required to provide original documents for review and verification purposes.
4.1 Respondents and their products must meet the following general qualification requirements:
(1) The legal representative or unit leader, who is the same person or different units with controlling or management relationships (including parent and subsidiary companies, grandfather and grandson companies with indirect controlling relationships), shall not participate in bidding for the same package of goods.
(2) There should be good commercial credit. If a bidder engages in illegal and untrustworthy behavior and is listed as a "disciplinary action" object on the "Credit China" website (www.creditchina. gov.cn), or is listed on the "Serious Illegal and untrustworthy Enterprise List (Blacklist)" or "Abnormal Business List" by the National Enterprise Credit Information Publicity System (www.gsxt. gov.cn), the bidder's participation in this project's bidding will be rejected. 
(3) Should have a good financial condition. The respondent shall provide financial and accounting statements audited by a qualified accounting firm or auditing agency for the past three years (excluding the current year, if the audit has not been completed in the previous year, it can be extended by one year), including copies of the original supporting documents of the balance sheet, cash flow statement, income statement, and financial statement. (For those established for less than three years, only proof materials after establishment need to be provided).
(4) Design and manufacture products with the same structure, type, and technical specifications as the bidding products, and meet the qualification requirements of the package. The supplied products must comply with the relevant national and industry standards for products. If a testing report is required, a qualified product testing report issued by a third-party authoritative testing agency should be held.
(5) The respondent should have a fixed business premises for selling products, and have the corresponding capabilities for goods supply, warehousing, transportation, distribution, and after-sales maintenance. They should also have the ability to ensure timely delivery and bear procurement risks in terms of personnel, equipment, funds, and other aspects. Response product manufacturers must have the necessary production site, equipment, personnel, product and component testing capabilities to produce response products. This procurement activity does not accept responses from OEM or any subcontracting or subcontracting activities.
These manufacturing and testing capabilities should be equal to or better than the manufacturing and testing equipment proposed in the latest version of the Supplier Qualification and Capability Verification Standards (if any) (publicly released by the purchaser's bidding and trading platform information system).
(6) The similar products provided have not been reported by quality supervision agencies at or above the provincial level due to quality issues in the bidding year.
(7) In the domestic bidding activities, sales contract performance, after-sales service, and product operation process, in accordance with the Management Rules for Handling Supplier Misconduct of State Grid Corporation of China, there has been no suspension, cancellation, or permanent cancellation of the bidding qualification for this batch due to bad behavior.
(8) The respondent shall list all purchased raw materials, supporting components, and components outsourced for processing or imported in bulk in the project goods component material configuration table, without any omissions or omissions, and shall not choose to match the notification on handling supplier misconduct issued by State Grid Corporation of China and the notification on handling supplier misconduct issued by State Grid Hubei Electric Power Co., Ltd., which are currently accepting suspension of bidding qualifications Products within the corresponding processing scope of manufacturers or outsourced suppliers or agents (integrated services) who have been disqualified from winning the bid.
(9) For manufacturer bidding, there should be a production site required to produce the bidding products.
(10) For manufacturers bidding, they should have the ability to produce and conduct product testing (the respondent should provide a list of production and testing equipment, as well as corresponding copies of contracts and invoices).
(11) The respondent provides the National Enterprise Credit Information Publicity System in the business documents( http://www.gsxt.gov.cn/index.html )The enterprise credit information disclosure report printed on the website should include "business license information", "information listed in the list of abnormal operations", and "information listed in the list of serious illegal and untrustworthy enterprises (blacklist)". The date of issuance of the report is within one month before the bid opening date. If the respondent fails to provide a corporate credit information disclosure report, or provides a report that does not comply with the format and content specified in the bidding documents, or the report content is determined by the evaluation committee to have objections, the respondent's "information listed in the list of abnormal business operations" and "information listed in the list of seriously illegal and untrustworthy enterprises (blacklist)" will be disclosed by the evaluation committee in the National Enterprise Credit Information Disclosure System( http://www.gsxt.gov.cn/index.html )The results of the query shall prevail. The evaluation committee will make unfavorable evaluations on respondents who have not provided or whose reports do not comply with the format and content specified in the procurement documents. 
(12) For the substantive requirements of the contract, such as contract price, same configuration and price, supply from Party A, supervision and inspection, quality assurance, life cycle, breach of contract liability, dispute resolution, etc., the respondent must clearly respond item by item in the appendix of the bidding letter.
(13) Capable of delivering goods within the scope required by the purchaser (please refer to the detailed distribution network table for details).
(14) Capable of customizing enterprise logos on certain products according to the purchaser's requirements (included in the quoted price).
(15) According to the latest national tax rate adjustment, all sub bids of this bidding project will be quoted at a 13% value-added tax rate. Otherwise, the bid will be rejected.
4.2 Respondents and their bidding products must meet the specific qualification and performance requirements for the corresponding bidding goods. The specific qualification and performance requirements for various types of goods, as well as their data and status, can be found in Annex 1 "Special Qualification and Performance Conditions".
4.3 This batch of bidding does not accept consortium bidding.
4.4 Each respondent shall respond to this competitive negotiation procurement based on their respective bids.
4.5 Each respondent can respond to part or all of the packages for this procurement, and only one package can be awarded within the same sub package.
4.6 About Product Agency
Regarding the acceptance of product agents and distributors, please refer to the supplier nature field in Annex 1 Special Qualification and Performance Conditions.
5. How to obtain registration and procurement documents
5.1 The electronic version of the response document will be released online this time, and paper response documents will no longer be sold. It is recommended to use WIN7, WIN8, and WIN10 systems for computer configuration. To apply for and download the answer file, register and apply for a CA certificate with an electronic key. For the purchase process of an electronic key, please log in to the e-commerce platform website to read. The processing of electronic keys requires a certain amount of time, and potential bidders should attach great importance to it. Due to the failure to process the electronic key in a timely manner, the application for downloading the response file was unsuccessful, and the consequences will be borne by the potential bidders themselves.
ECP2.0 and ECP1.0 member information are not interchangeable and need to be re registered. 6 Submission of initial response documents
