1. Bidding conditions
The owner of this bidding project is Jiaxing Hengchuang Power Group Co., Ltd. and its affiliated industrial units, and the bidder is Jiaxing Hengchuang Power Group Co., Ltd. The bidding project funds are self raised, with a contribution ratio of 100%. The project has met the bidding conditions and is now open for bidding on the procurement of the second batch of cable duct sealing device frames for Hengguang Binhai in 2023.
The bidder entrusts Jiaxing Hengchuang Electric Power Design and Research Institute Co., Ltd. (hereinafter referred to as the "bidding agency") to accept sealed and competitive bidding documents from eligible bidders (hereinafter referred to as "bidders") for the supply and services of the project through open bidding.
2 Project Overview and Bidding Scope
The name and quantity of the bidding goods, as well as the number of contract packages, are detailed in the attached table.
The list of goods is separately compiled and attached to this announcement.
3 Qualification Requirements For Bidder
This tender requires bidders to be legal persons or other organizations legally established within the territory of the People's Republic of China. Manufacturers should have the manufacturing capability and corresponding manufacturing qualifications for the bidding goods, and have the ability to ensure timely delivery and fulfill the bidding project in terms of personnel, equipment, funds, etc. (this clause does not apply to agents and distributors). Unless otherwise specified, these qualifications, qualifications, and achievements are the rights and interests of the bidder's own enterprise.
The agent shall have the corresponding qualification as an agent for the goods manufacturer, which shall be certified by the authorized manufacturer with corresponding authorization materials, and shall ensure that the represented manufacturer has the corresponding manufacturing capacity specified in the first clause above. (Applicable to projects accepting agent bidding)
Distributors should have the corresponding ability to distribute goods and commercial reputation, as well as the ability to supply goods on time and ensure the quality of goods for sales. (Applicable to projects subject to dealer bidding)
3.1 General Qualification Requirements:
(1) The bidder shall have a business license, tax registration certificate, organization code certificate, or registration license in accordance with the "three certificates in one" registration system, and the corresponding certificates shall be valid.
(2) The bidder is not ordered to suspend production or business, suspend or revoke licenses, suspend or revoke business licenses; There is no situation of entering liquidation proceedings, being declared bankrupt, or losing the ability to perform. A commitment letter signed and stamped with the official seal by the legal representative or authorized representative must be provided.
(3) There is a production license for the bidding products or a certification certificate issued by a national certification agency. The invested products must obtain a valid test report issued by a national professional inspection and testing institution, and the conclusion data of the report must meet the technical specifications requirements of this bidding. All types of test reports are test reports for specific types and specifications of products. (If there are any relevant requirements, they need to be provided)
(4) The legal representative or unit leader, who is the same person or different bidders with controlling or management relationships, shall not participate in bidding for the same package of goods.
(5) There should be good commercial credit, and bidders should not be included in the list of "abnormal business operations" by market supervision departments such as the Administration for Industry and Commerce, and should not be listed as illegal or dishonest by national administrative or judicial authorities. Otherwise, the bidder's participation in this project's bid will be rejected.
(6) There should be a good financial condition, and specific requirements can be found in Chapter 2 of the bidding documents, Instructions to Bidders.
(7) The provided materials of the same kind have not had any quality problems due to this material (or have had quality problems, but effective rectification measures and post-treatment have been taken, and have passed the acceptance of Hengchuang Group and its subordinate units).
(8) During the execution of domestic material sales contracts, there were no batch returns (returns accounting for 10% or more of the contract amount) or serious impacts on construction due to serious quality issues, or other major problems occurred. However, effective rectification measures and post-treatment measures have been taken and passed the acceptance of Hengchuang Group and its subsidiaries.

At the same time, the bidder should have the inspection system, testing methods, and capabilities required for the incoming acceptance of the above-mentioned materials, components, and components, as well as the testing qualification certificate provided by the material, component, and component suppliers, and meet the requirements of the technical specifications for the quality performance and technical level of third-party procurement of outsourced component materials. (12) According to the Implementation Rules for Dealing with Bad Behaviors of Suppliers in Provincial Industrial Units of Zhejiang Electric Power Industry Corporation, the bidder has not engaged in any bad behavior that has led to the suspension or cancellation of their bid qualification and is still within the validity period of the handling.
(13) The bidder or its legal representative, or the proposed project leader, is found to have engaged in bribery in the bidding and procurement activities in the effective judgment of the people's court. If the circumstances are serious, their bid will be rejected.

3.5 Method for reviewing the business scope of the bidding unit: The review of the bidder's business scope shall be based on the business scope recorded in the business license; If the business scope determined in the latest registration and filing articles of association of the bidding unit is inconsistent with the record in the business license, the business scope specified in the articles of association shall prevail (if proof is required); When the bidding unit provides evidence in the bidding documents that it has the required business scope, it shall comprehensively judge whether it has the required business scope based on the materials provided by the bidding unit; If there are clear requirements for the business qualifications of bidders, the content recorded in the proof materials of their administrative license and relevant qualifications shall prevail.
